Krašto apsaugos ministerijai (KAM) pristačius siūlomas kompensacijas planuojamo Kapčiamiesčio poligono ir karinio mokymo teritorijose esančių sodybų savininkams, Lazdijų rajono merė Ausma Miškinienė tai vadina diskusijos atspirties tašku.

„Šis įstatymo projektas ir skaičiai, kuriuos mes šiandien išgirdome, yra atspirties taškas diskusijai, kuri turės baigtis labai konkrečiu rezultatu“, – LRT televizijai antradienį sakė merė.

KAM antradienį pranešė, kad vertinant Kapčiamiestyje planuojamo steigti poligono teritorijoje – šaudymo zonoje – esančias gyvenamąsias sodybas ir kompensacijų dydį, bus pasirenkama atkuriamoji arba lyginamoji turto vertė, priklausomai nuo to, kuri suma bus didesnė.

Taip pat bus kompensuojama neturtinė žala, kuri sudarys 45 minimalių mėnesinių atlyginimų (MMA) dydį – 51,8 tūkst. eurų neatskaičius mokesčių už sodybą. Tuo metu už poligono teritorijoje esantį miško žemės sklypą, kurio vertę nustatys nepriklausomas vertintojas, papildomai bus pridedama 5 MMA – beveik 6 tūkst. eurų už neturtinius praradimus.

Mokomojoje poligono teritorijoje esančių sodybų savininkai per penkerius metus galės apsispręsti, ar likti ten gyventi, ar parduoti savo turtą. Pasak krašto apsaugos ministro Roberto Kauno, už šias sodybas taip pat bus mokama pagal palankesnį metodą – atkuriamąją arba lyginamąją vertę. Papildomai tokių sodybų savininkai gaus 22 MMA, t. y. 25,3 tūkst. eurų už neturtinius praradimus, mokesčiai nebus atskaitomi.

Kapčiamiesčio poligono ir karinio mokymo teritorijos įstatymo projektą ketinama teikti Seimo pavasario sesijoje.

Kaip anksčiau skelbė KAM, planuojamas Kapčiamiesčio poligonas bus padalintas į dvi funkcines zonas, kurių viena bus skirta manevravimui, o kitoje bus įrengtos kovinio šaudymo šaudyklos.

Pasak ministerijos, maždaug du trečdaliai teritorijos atliks karinio mokymo funkciją ir bus skirta manevravimui, taktinio judėjimo pratyboms bei administraciniams pastatams. Šioje dalyje iš viso yra 77 sodybos. Jų savininkai ar ten įsikūrę verslai galės rinktis – ar pasilikti, ar per 60 mėnesių turtą parduoti valstybei supaprastinta tvarka.

Tuo metu karinio poligono funkciją atliksianti teritorija su kovinio šaudymo zona bus koncentruota vakarinėje poligono dalyje prie Lenkijos sienos. Šioje teritorijoje iš viso yra 13 sodybų. Į šią dalį patenkantis privatus nekilnojamasis turtas bei verslai bus išperkami vadovaujantis įstatymu. Individualias turto ir verslų vertinimo paslaugas atliks nepriklausomi turto vertintojai.

ELTA primena, kad pernai gruodį Valstybės gynimo taryba (VGT) priėmė sprendimą steigti brigados dydžio Kapčiamiesčio poligoną Lazdijų savivaldybėje. Be to, nuspręsta, kad Tauragėje esančio poligono plotas bus dvigubai didinamas, išplečiant jo teritoriją į Jurbarko savivaldybę.

Vis tik dėl tokio valdžios sprendimo kilo vietos bendruomenės pasipiktinimas, vyko protesto akcija.

Brigados dydžio poligoną norima įsteigti siekiant atliepti kariuomenės modernizaciją, augantį šauktinių skaičių, vystomą nacionalinę diviziją ir didėjančias sąjungininkų pajėgas.
