Pasienyje esančio Kapčiamiesčio bendruomenės pirmininkė: karo grėsmės tikrai nejaučiame (video)

Per pastaruosius metus vykę spartūs pokyčiai saugumo bei politinėje architektūroje sukėlė įtampų ir Lietuvos pasienyje. Aliaksandro Lukašenkos režimo sukeltą migracijos krizę ir į šalį plūstančius neteisėtų migrantų srautus pakeitė karinės grėsmės, o į Lietuvą iš Baltarusijos įskrendantys bepiločiai orlaiviai – atskleidė oro gynybos spragas. Lietuvos politikams diskutuojant, kaip apginti valstybę bei piliečius nuo oro grėsmių, pasienyje su Baltarusija esančio Kapčiamiesčio bendruomenės pirmininkė Raminta Karauskienė tikina, kad vietiniai gyventojai itin didelių grėsmių nejaučia.

„Mes grėsmės, kaip Kapčiamiesčio seniūnija, tikrai nejaučiame. Aišku, ta grėsmė gal buvo 2021 m., kai prasidėjo migrantų krizė, bet viskas buvo laikina, gyventojai apsiprato ir nebuvo tokių didelių problemų. Nemanau, kad dabar jaučia žmonės grėsmę“, – laidoje „ELTA kraštas“ kalbėjo R. Karauskienė.

Pasak  pirmininkės, daugiau baimės ir įtampos visuomenėje buvo neteisėtai sieną kirtusių migrantų antplūdžio metu.

„Pati pradžia buvo tikrai sunki. Neeilinis įvykis pačiame Kapčiamiestyje. Tai ir baimė buvo, ypatingai, kai iš mokyklos juos (neteisėtus migrantus – ELTA) perkėlė į ,,Židinio" patalpas ir kai, berods, 6 migrantai pabėgo. Tada gyventojų susirūpinimas ir susijaudinimas buvo, bet vėliau visi apsipratome ir gyvenome savo įprastą gyvenimą“, – kalbėjo R. Karauskienė.

Kaip teigė bendruomenės pirmininkė, kartais vietiniai gyventojai vis dar išvysta miškais einančius neteisėtus migrantus. Tiesa, tai labiau vyksta giliau miškuose esančiose mažose gyvenvietėse, nes iki Kapčiamiesčio migrantai paprasčiausiai neateina.

Išvykimo krepšiai nėra prioritetas

Pastaraisiais metais valstybės institucijos daug dėmesio skiria gyventojų pasiruošimui galimoms grėsmėms, raginant piliečius susiruošti taip vadinamus išvykimo krepšius. Tačiau verta pažymėti, kad pagal balandį skelbtus „Baltijos tyrimų“ apklausos rezultatus, tik kas septintas Lietuvos gyventojas yra pasiruošęs įvairioms ekstremalioms situacijoms.

Kapčiamiesčio atveju, samprotauja R. Karauskienė, dalis gyventojų ruošiasi savo išvykimo krepšius, tačiau didžiajai daliai, panašu, tai nėra prioritetas. Vis tik, akcentavo ji, tai nedaroma piktybiškai – 2022 m., kai Rusija įsiveržė į Ukrainą, ta grėsmė atrodė daug realesnė, bet dabar po trejų metų baimės dėl galimo karo atslūgo.

„Tais metais, kai prasidėjo karas Ukrainoje, buvo kalbėta, mokymai, instruktažai, ką turėti su savimi, ką pasiruošti. (…) Bet su laiku tai praėjo, paskui nebebuvo tokio pasiruošimo. Gal žmonės ruošiasi, ypatingai vyresnio amžiaus, bet mes, jaunimas… Jeigu pradėsi gyventi ta mintimi, kad čia karas, turbūt ir užsidarysi tame burbule, toliau nieko negalvosi“, – tęsė bendruomenės pirmininkė.

Kapčiamiesčio pasienio užkardos vadas: prie grėsmės priprantama

Rusijai pradėjus kraugerišką invaziją į Ukrainą 2022 m., sukruto ir visa Lietuvos krašto apsaugos sistema – modernizuojant ir keičiant seniau galiojusią tvarką dėmesys skirtas ir Valstybės sienos apsaugos tarnybos (VSAT) pajėgumų stiprinimui.

Pagal Karo padėties įstatymą, šalies ginkluotąsias pajėgas sudaro Lietuvos kariuomenė ir kitos šalies institucijos, tokios kaip VSAT ir Viešojo saugumo tarnyba (VST). Pažymėtina, kad Lietuvos kariuomenė 1,5 metų talkino VSAT pareigūnams pasienyje su Baltarusija, atremiant Minsko režimo organizuojamą hibridinę ataką pasitelkiant neteisėtus migrantus.

Atitinkamai sekė ir tokios naujovės kaip ginkluotės atnaujinimas – pasieniečiai gavo NATO standartus atitinkančius G–36 automatus.

Patys VSAT pareigūnai, sako Kapčiamiesčio pasienio užkardos vadas Algis Kisielius, prie galimos grėsmės yra pripratę. Anot jo, iš Baltarusijoje esančio Gožos poligono dažnai girdisi pabūklų šaudymas, todėl karui įprasti garsai tampa tarsi kasdienybė.

Be to, pabrėžė jis, po paskutiniųjų metų aktualijų padidintas dėmesys ir pasieniečių rengimui, jog šie karo atveju būtų labiau pasiruošę atremti galimo priešo atakas.

„Yra karybos specialistai, kurie tarnyboje yra prie pasieniečių mokyklos įsteigti. Kiekvienoje rinktinėje yra specialistai, kurie mokymus ir praveda“, – kalbėjo A. Kisielius.

ELTA primena, kad gyventojai gali parsisiųsti programėlę LT72, kuri skirta pasirengimui ekstremalioms situacijoms. Šioje aplikacijoje pateikiami kaip reikėtų elgtis oro pavojaus, karo grėsmės, branduolinės avarijos, stichinių nelaimių ir kitais atvejais. Programėlėje patiekiami žemėlapiai su artimiausiomis priedangomis, kolektyvinės apsaugos statiniais, perspėjimo sirenomis.

Vidaus reikalų ministerijos (VRM) vertinimu, kovo mėnesio duomenimis, gyventojų pasirengimas ekstremaliosioms situacijoms vis dar nėra pakankamas. Anot ministerijos, 52 proc. gyventojų žino, kaip elgtis ekstremaliosios situacijos atveju, o 53 proc. yra sukaupę būtiniausių atsargų trims paroms.

Kaip ir minėta, balandį „Baltijos tyrimų“ paskelbti apklausų rezultatai parodė, kad 70 proc. šalies gyventojų yra galimoms grėsmėms yra nepasiruošę. Tuo metu 21 proc. respondentų nurodė, jog yra pasiruošę, o 9 proc. nežino.

Naujienų agentūra ELTA kovą vykusiu apsilankymu Šilutėje pradėjo iniciatyvą „ELTA kraštas“, kuria siekiama skirti didesnį dėmesį šalies regionams.

ELTA planuoja per metus aplankyti bent 10 Lietuvos regionų ir per šias keliones parengti įvairaus formato turinio savo prenumeratoriams.
