Šarūnė Dumbliauskienė: „Per 5 m. savivaldybės biudžetas išaugo nuo 26,5 mln. iki 42,2 mln. eurų“

Lazdijų rajono savivaldybės administracijos direktorė Š. Dumbliauskienė: „Su nekantrumu laukiu, kada naujos sporto erdvės bus atvertos Lazdijų sporto bendruomenei. O tada jau bus galima faktų kalba pakalbėti ir apie pajamas.“

Baigėsi trečiasis metų ketvirtis, kuris, kaip ir praėjusieji ketvirčiai, yra rajono biudžeto pajamų bei išlaidų atskaitos bei apžvalgos taškas.

Pinigais domėtis esame linkę visi, juo labiau – esančiais biudžete, prie kurių savo mokamais mokesčiais kiekvienas jaučiamės prisidėjęs. Šią vasarą viešojoje erdvėje kaip niekad dažnai buvo diskutuojama, komentuojamos savivaldybės biudžeto išlaidos. Ypač po to, kai savivaldybė ryžosi skolintis pinigų vieno svarbiausių ir skubiai visuomenės reikmėms reikalingų objektų – Lazdijų sporto centro statybai bei kitiems investiciniams projektams.  

Kaip „jaučiasi“ savivaldybės biudžetas šiuo metu? Apie biudžeto pajamas ir išlaidas, apie gandus ir tiesą, kurios sumeluoti negalima, nes ji užfiksuota buhalteriniuose dokumentuose, kalbamės su Lazdijų rajono savivaldybės administracijos direktore Šarūne Dumbliauskiene.

– Taigi, trečiasis metų ketvirtis jau kirto finišo tiesiąją. Ko gero, jau baigiami dėlioti ir pagrindiniai jo rodikliai – pajamos, išlaidos, galimas perskirstymas. Ar galėtumėte pasakyti, kaip šiuo metu yra renkamas biudžetas? Ar verta nerimauti? Kokia yra situacija – puiki, gera, viltinga? Gal nesame iki kaklo prasiskolinę?..

– Atsakingai galiu teigti, kad savivaldybės biudžeto pajamos renkamos gerai ir suteikia vilčių, kad metų pabaigoje turėsime ir viršplaninių pajamų. Tikrai nėra ko nuogąstauti, kad nesurinkus planuojamų pajamų reiks pristabdyti ar atsisakyti tam tikrų investicijų ar suplanuotų darbų.

Neneigsiu, kad šiais metais skolinomės daugiau nei įprastai. Bet turėjome tam svarbią priežastį – kuo greičiau atverti naujojo Lazdijų sporto centro duris, kad rajono sporto bendruomenė galėtų komfortiškai ir moderniai įrengtose erdvėse dalyvauti įvairiose veiklose ir siekti sportinių tikslų.

Atsakingai planuodami ir racionaliai naudodami savivaldybės biudžeto išteklius, tikrai padengsime skolinius įsipareigojimus laikydamiesi sudarytų grąžinimo grafikų.

– Kasmet metų pradžioje pasidžiaugiame, kad patvirtinome rekordinį biudžetą. Tuomet ir darbų galima planuoti daugiau. Kokie savivaldybės biudžeto lėšomis šiemet atliekami ar jau atlikti darbai Jus, kaip savivaldybės vadovų komandos narę, ypač džiugina? Ar sulaukiate dėl jų atsiliepimų iš rajono gyventojų?

– Iš tiesų džiugina Lietuvos ekonominė situacija, nes kasmet galime tvirtinti vis didesnį ir didesnį biudžetą. Per pastaruosius penkerius metus savivaldybės biudžetas padidėjo apie 60 procentų: nuo 26,5 mln. iki 42,2 mln. eurų.

Kalbant apie šiuos metus, labiausiai džiugina naujojo sporto centro statybos tempai. Metų pradžioje užsibrėžtas tikslas, kad rudenį galėsime atverti duris, tikėtina, bus pasiektas.

Kiti suplanuoti darbai vykdomi nuosekliai, apimant visas gyventojams itin rūpimas sritis.  Vykdomi suplanuoti kelių būklės atnaujinimo ar rekonstravimo darbai, sprendžiamos vandentvarkos ir nuotekų problemos, asmenų su negalia būstai pritaikomi jų poreikiams, organizuojamas vaikų ir jaunimo užimtumas. Tai tik nedidelė dalis darbų. Apie visus stengiamės informuoti visuomenę įvairiais informacijos sklaidos kanalais, taip pat – ir rajono spaudoje.  

– Daugiausia biudžeto lėšų mūsų rajone, kaip žinia, tenka socialinėms išmokoms, švietimui. Ar yra sričių, kur šiemet išlaidos, lyginant su ankstesniais metais, ypač didėjo ir dėl kokios priežasties? Kam lėšų norėtųsi skirti daugiau?

– Teisingai pastebėjote, kad didžiausia biudžeto pyrago dalis tenka švietimui ir socialinei apsaugai. Biudžeto asignavimai didėjo visose srityse, tad neišskirčiau nė vienos. Didžiausias pokytis yra socialinės apsaugos srityje, bet tai natūralu, nes rajono gyventojai sensta. Siekdami pagerinti gyvenimo kokybę, plečiame teikiamų paslaugų spektrą artindami paslaugas prie gyventojų. Ženkliai išaugus gyventojų poreikiui gauti socialines paslaugas savo namuose, kylant paslaugų kainoms globos namuose gyvenantiems rajono piliečiams, atitinkamai didėja ir išlaidos tokioms paslaugoms teikti. Asignavimai socialinei apsaugai per pastaruosius penkerius metus padidėjo nuo 3,5 mln. eurų iki 7,6 mln. eurų, taigi daugiau nei dvigubai.

Visuomet norėtųsi skirti daugiau lėšų kelių infrastruktūrai gerinti, nes pripažįstu, kad ji ne visur yra gera ir dėl jos sulaukiame daugiausia gyventojų pastabų ir nusiskundimų. Tačiau, nuosekliai dėliodami prioritetus ir skirdami vis didesnį finansavimą šiai svarbiai sričiai, tikimės iš gyventojų kasmet sulaukti vis mažiau nusiskundimų dėl netinkamos kelių būklės.

Taip pat yra didelis noras atliepti gyventojų lūkesčius dėl vandens tiekimo ir jo kokybės gerinimo. Tam reikalingos itin didelės investicijos, tačiau, įgyvendinant Europos Sąjungos projektus, racionaliai planuojant išteklius ir dėliojant prioritetus netrukus bus pokyčių ir šioje gyventojams itin svarbioje infrastruktūros srityje.

– Tarp gyventojų kalbama apie išlaidas Lazdijų sporto centro statybai. Tačiau gal jau galima kalbėti ir apie pajamas, kurias jis uždirbs? Juk oficialus jo atidarymas jau netrukus... Ar savivaldybės vadovybėje jau yra kalbama apie šio centro įveiklinimą bei galimas pajamas? Ne apie tas, kurios atkeliaus iš mokinio krepšelio. Iš kurios sporto centro veiklos srities daugiausia pajamų galima tikėtis?

– Su nekantrumu laukiu, kada naujos sporto erdvės bus atvertos Lazdijų sporto bendruomenei. O tada jau bus galima faktų kalba pakalbėti ir apie pajamas. Be jokios abejonės, kad jau vyksta diskusijos ir analizuojama kitų savivaldybių patirtis apmokestinant sporto centrų teikiamas paslaugas. Šiuo metu sunku būtų prognozuoti, kiek lėšų galėtų būti surenkama iš tokių paslaugų, tačiau, mano nuomone, daugiau ar mažiau turėtų būti apmokestintos visos sporto veiklos, taip pat galėtų būti planuojamos pajamos iš patalpų nuomos įvairiems sporto renginiams ir pan. Daugiau apie pajamas bus galima pasakyti, kai mokesčių tarifai ir dydžiai bus svarstomi ir tvirtinami savivaldybės taryboje.

– Internete sklando sparnuota frazė, jog pirma ekonomikos taisyklė – ištekliai yra riboti, pirma politikos taisyklė – pamiršti pirmąją ekonomikos taisyklę. Kurios taisyklės – pirmosios ar antrosios Jūs labiau esate linkusi laikytis? Ar tenka bendraujant su savivaldybės vadovais ar savivaldybės tarybos nariais kategoriškai ginti savo, kaip ekonomistės, poziciją siekiant apriboti kokias nors išlaidas? Ar atvirkščiai – įrodinėti, jog bijoti nėra pagrindo?  

– Tai puikus posakis! Jis labai tiksliai atspindi, kaip dažnai politikai priima sprendimus, nesvarstydami ribotų išteklių. Kadangi nesu politikė, labiau laikausi ekonomikos taisyklės. Ekonomika reikalauja racionalaus ir efektyvaus išteklių paskirstymo, tačiau politikos pasaulyje kartais būna kitaip. Visuomet pirmenybę teikiu sprendimams, kurie apima strateginius pasirinkimus, investicijas į inovacijas, efektyvumo didinimą ir tvarumą. Neneigsiu, kartais tenka pakovoti už racionalesnį lėšų panaudojimą, paieškoti kitų būdų finansuoti vieną ar kitą paslaugą ar darbą, atidėti vėlesniam laikotarpiui, bet visuomet randame abi puses tenkinantį sprendimą.

– Kaip prognozuojate kitų metų biudžeto surinkimą? Žinome, jog demografinė rajono situacija yra liūdna: daug pensininkų, darbo neturinčių žmonių. Verslų daugėja, bet ne tiek, kiek norėtume. Ar gali (dėl pokyčių mokesčių sistemoje ar kitų priežasčių) atsirasti naujų šaltinių biudžetui auginti? Pasakykite rajono gyventojams ką nors viltingo.

– Jeigu geopolitinė situacija išliks stabili, net neabejoju, kad biudžeto surinkimas nuosekliai didės ir ekonominė, finansinė situacija tik gerės. O kuo sparčiau didės rajono biudžeto pajamos, tuo daugiau galėsime skirti lėšų svarbiausioms ir gyventojų poreikius labiausiai tenkinančioms sritims: keliams, vandentvarkai, atliekų tvarkymui, apšvietimui, socialinei apsaugai.
