A. Margelis: dėl permainų savivaldybės administracijoje

Vos grįžęs į darbą po atostogų sulaukiu žurnalistės klausimų dėl rajono savivaldybės administracijos struktūrinių pakeitimų. Na taip, tokių yra – vieni žmonės išėjo į pensiją, kiti savo noru pasitraukė iš pareigų, trečius į tas vietas priėmė, kai ką perkėlėme iš vieno skyriaus į kitą. 
Pavyzdžiui, Juozas Rutkauskas iš Žemės ūkio ir melioracijos skyriaus išėjo į pensiją, į jo vietą perkėlėme Saulių Pockevičių iš Architektūros ir urbanistikos skyriaus. O į pastarąją vietą priėmėme Andrių Milkų. Dar į šį skyrių priėmėme Reginą Vasiliauskienę, nes buvo laisva vieta. 
Taip, nuo rugsėjo 1-osios iš darbo šalių susitarimu išėjo vyr. architektė ir Architektūros skyriaus vedėja Laura Urbanskaitė. Ją laikinai pavaduos Mantas Sabaliauskas.
Nesuprantu, kodėl žurnalistei atrodo, kad tokias permainas ar pertvarkas reguliuoja meras? Meras čia – niekuo dėtas. Pas mane prieš kurį laiką buvo atėjęs savivaldybės administracijos direktorius Audrius Klėjus – su pageidavimais dėl administracijos struktūros pakeitimo. Direktorius turi savo viziją, kaip jo tarnybai geriau dirbti, valio – aš išklausiau, tada išleidau potvarkį. 
Tuo potvarkiu nurodžiau parengti savivaldybės tarybai sprendimo projektą. Toks projektas buvo parengtas, o sprendimas priimtas savivaldybės tarybos posėdyje. Už jį balsavo žmonių išrinkti politikai.
Tai ar čia blogai, kad ieškome efektyvių sprendimų savivaldybės darbui gerinti? Ar visur tik reikia įžiūrėti sąmokslo teorijas, esą struktūros pakeitimai – tik būdas atsikratyti nelojaliais ar įdarbinti „savus“? Nieko panašaus!
